When did we start granting prosecutors the power to declare guilt or innocence on the accused?

I wasn't aware that was the job of a prosecutor. I always thought that if the prosecutor believed that a crime had been committed and he felt he had the evidence to bring about a conviction then his job was to charge the person with that crime and bring it to trial or obtain a plea.

When did we start granting prosecutors the ability to declare someone innocent? Isn't everyone innocent until proven guilty? Why the fuck does Mueller get to have it both ways?
