I'm guessing that upwards of 90% of the CA population reports less then $100k taxable income. So upwards of 90% aren't paying anywhere near the 13.3% that your article referenced. And your own link shows that taxable income has to be $572k for single or married filing separately, or $1.146M for married filing jointly, in order to kick in the 12.3% rate. That might be several thousand households, out of a population of nearly 40 million.

Dig deeper into your numbers. It's more like tens, if not hundreds of thousands pay the 12.3% rate. Moreover, CA assesses a 1% surcharge on top of that rate for earners making more than $1 million.
