The way this gets solved is for the boosters at the respective member institutions to quit donating to their school - when big tittay/awesome Jen has to go up to the upper campus and ask for a loan, that shit will clean up real fast.
Do that over all 12 conference members and the heat will rain down hard. No logical reason to donate if the Pac12 itself isn't going to throw their fair share in.
