I can explain it as I had a Top Secret (TS) clearance before I retired. It gave me access to the information I needed to properly execute our missions. A TS clearance only gave me access to the info I needed for the missions I was scrubbed in on, and had no access to any other files. Simply knowing when and where a mission would take place (not even what the mission was) is enough to make the info TS. Knowing the President’s schedule would qualify as TS information and Kushner would need the clearance for that alone.
