The local grade school is half hispanic with lots of single parents. There is also a huge mobility factor for people who live in apartments. After school, I lived in apartments and I moved about once a year. Kids need stability. When my son moved into his dorm at the U of O, he had 6 kids in his dorm that he played first grade soccer with. Apartments don't mean bad people. There are some upscale apartments in West Linn. Expensive and safe. But you know where bad people live? A lot of them live in multi-family residences. That's just a fact.

I find it curious that the people who think they should be able to locate low-income housing wherever they want to, have complete disregard for all local zoning and housing rules and want to Federalize all community zoning laws.
