Carefully worded headline.
First sentence:
"The city of Tulsa is experiencing a surge in coronavirus cases, a little over 2 weeks after President Donald Trump held a campaign rally in an indoor arena there."
Then the rest of the article basically indicates no connection to the rally that was 18 days ago.

Their hope must be see the story headline and graphic on twitter, think "Orange Man Bad", and then keep scrolling.
