Protecting food supplies
Countries are beginning to adopt measures to secure their own food supplies amid fears of shortages. Kazakhstan halted food exports to non-Eurasian Economic Union countries while Kyrgyzstan stopped exporting food entirely and made state funds available to purchase food products. In Russia, grain exports were put on a 10-day hold, expiring March 30. There are also reports that Vietnam has refused to sign new rice export contracts and that Serbia has placed restrictions on the export of select food products. In Europe, concerns over the agriculture sector revolve mainly around labor shortages. France has called on citizens who have been laid off due to the coronavirus to consider work in the agriculture industry – in what the Agricultural Ministry has termed “agricultural patriotism” – as border closures have led to labor shortages on French farms and many seasonal workers from North Africa and Spain have returned home. In Germany, the government has extended work permits from 70 days to 115 days, and exempted these workers from paying social security contributions, in an effort to keep 300,000 seasonal workers in the farming sector. There are also growing concerns over workers’ safety in the food processing business and their availability for harvest, which will be picking up soon in South America.
