Top 2 "lower division teams" get berths in a 10-team playoff (top seeded teams get byes) along with the conference champs and some at-larges. Bottom team from each top level conference gets relegated. Top team from each lower level conference gets promoted. BYU back to MWC, Service academies to American, Notre Dame can pick either ACC/BigTen.
First round playoff games are old BCS bowels with traditional tie ins.
